Restoring Backup Exec 2012 Tape Backups to different site

I am little confused about restoring Backup Exec 2012 tape Backups to different site using different media Server. The scenario is below.

Scenario:

1. I have two Backup Exec Servers 2012 at primary and DR site (same service pack and patch).
2. I am currently Backing up my Hyper-V virtual machines (we are not using GRT)
3. All backups going to Tapes.
4. The backups are Full and Incremental.  
5. We do not have Backup Exec Central Admin Server Option (CASO) license

Plan:

1. If the primary site goes down (in case of disaster). We want to use the Tape Backups to restore the virtual machines using DR site Backup Exec Media Server.

Questions:

1. How to restore virtual machine backups created by another Backup Exec media Server? If possible please provide step by step instructions.
