File read error (13)

I receive a file read error (13) and a backup fails on a Windows Server 2003 client with NBU 7.0.1.  The following excerp is taken from the bpbkar log on the client and repeats for each stream.

2:33:07.103 PM: [5524.5496] <8> backup_create: WRN - Unable to create temporary directory, C:\Program Files\Veritas\\NetBackup\Temp.

Why the double slash (\\) in the path?  Is this why it is failing?  Where is this path set?
